Ms. Shiner attended Stockton State College in New Jersey and received her Bachelor's of Arts and Bachelor's of Social Work in 1990. She attended Temple University (Philadelphia, PA) and earned her MSW in 1991. Ms. Shiner is currently a full-time instructor and Title IV-E Faculty Liaison in the BASW program at California State University of San Bernardino.

Ms. Shiner has worked in the field of social work for over 16 years and has experience as a clinician, case manager, supervisor, trainer, administrator and university instructor. Although she has several years experience as a case manager, most of her CWS experience is in developing and administering a variety of child welfare projects and programs that supported child welfare operations, such as: Policy, Quality Assurance, Data Analysis, Staffing Recruitment and Retention, Contracts and Community Resources Development, Independent Living Skills Program, and the MSW Intern program.
