Ms. Williams received her BA from the University of Illinois and did Masters level work at Sangamon State in Illinois.

Laura came to Sacramento, California from Illinois. She first worked in Public Health and then became a program manager for the Mental Health where her staff monitored over $10 million on contract services.Later she administered the Department Mental Health Budget. During Prop 13 she recommended her position be abolished. It was.

She moved to Children's Services where she managed the program FM&R,

PP, LTFC and Adoption program (about 3000 children). She implemented the Concurrent Planning in that Department. This led to her being a consultant to the State Department of Social Services to develop, implement and train concurrent planning throughout the State of California.

After this four year project ended, Laura returned to Sacramento County, working for the Director of the Department of Health and Human Services staffing a high level policy board. In October, 2002, she returned to a management position in the Division of Mental Health where she ran CalWORKs mental health services, subacute care ,and budgeting.

In February 2005, Laura became the Department of Health and Human Services' first Health Informatics Officer. She guides the Department's development of computer systems for health services.
