Jackie Baker Werth, MPA
Ms. Werth is a senior project coordinator
at the County of San Diego's Health and Human Services Agency, Office
of Strategy Management. At HHSA, a large agency of 5,000 staff, 6 regions
and multiple divisions, she is the lead in performance management, overseeing
initiatives throughout HHSA in which performance data are used to advance
strategic priorities and address operational risks.

Recently, she coordinated the work of a special ad hoc team of
community advocates, private industry, education leaders, and County
subject matter experts to develop strategies to enhance the Agency's
welfare-to-work program in order to meet new federal requirements.
Her expertise and experience spans a wide variety of health and
human service areas, including child welfare, public health, and
behavioral health. She also spearheaded the implementation of a
performance management application in HHSA to enhance access and
improve accountability.
She is president of the San Diego Chapter of the American Society of Public

Administration, and has published a number of articles for The Public Manager, where she also served as a series editor.
Before coming to HHSA, she was a senior program evaluator at the U.S.
General Accounting Office in Washington, DC and its San Francisco Office.
She was recognized for her project management skills on several high profile
studies requested by members of Congress, receiving the Assistant Comptroller
General's Award for her work in the Health, Education and Human Services
Division, in September 1996.
She has a Masters in Public Administration from the University of Pittsburgh,
Graduate School of Public and International Affairs, and was selected
as a 1990 Presidential Management Intern. |
