Ms. Carner graduated from the University
of Calif. Riverside with a degree in Psychology. While a special
education teacher, she became a foster parent to a 4 yr. old boy
with, though unknown at the time, a severe Fetal Alcohol Spectrum
Disorder.
The intense needs of this child, Ricki Nelson, motivated her to
leave teaching, a profession that she loved, and become more available
to support the schools that served her foster son. To this end she
opened an early childhood education center in her home. As her foster
son matured it became impossible to meet both his and the children
entrusted to her care's needs and out of necessity the center closed.
At that time she began a storefront retail business in Old Town
Temecula Calif.
As her foster son became an adult and found himself without an
available day program a serious conflict again developed between
Ms. Carner's desire to care for him and the necessity for employment.
Opportunities were opened when Ms. Carner successfully sued for
and eventually received In Home Support Services for Mr. Nelson
in early 2003.
