Tom Packard, DSW, CSWM
Faculty Consultant

Tom Packard is an associate professor in the School of Social Work at San Diego State University. His teaching specialties are administration and social policy. Prior to entering teaching, he was the director of two not-for-profit human services organizations. He has for 20 years been an organization development consultant specializing in government and not for profit organizations ranging in size from 10,000 employees to 5 employees. He received his doctorate in social welfare at UCLA where he also studied at the Center for Quality of Working Life. His current research interests include organizational performance measurement and improvement and organizational change. He is a faculty consultant with the Southern Area Consortium of Human Services (SACHS) and the SACHS Leaders in Action program, and is currently working on program evaluations of child welfare programs in two counties.

His wife is a third grade teacher and his son is a high school student and baseball player. He likes to play guitar and listen to jazz and the blues.
